While water will evaporate during the process, it will heat up excessively and could damage the surrounding areas of asphalt while other areas stay wet.
You also need to take into consideration the type of weather you are having that day. Both wind and temperature will affect your heat times, and the weather will also affect the material you are working with, possibly preventing it from staying pliable during the repair.
